resorted to. It is however impossible for the Police or the Harbour Master to prevent individual women from visiting ships, on to which they have probably been invited,

No unless requested to do so by the master of the ship. representations have been made to me on this subject by the Naval Authorities.

As regards the contiguity of various institutes to the brothel areas there would appear to be some misunderstanding. The Seamen's Institute is about a quarter of a mile from the brothel area in Sampan Street and this institute was built with the full knowledge of the existence of that area. The Sailors' Canteen by which presumably is meant the Naval Cantem is considerably further away. The Sailors' Home is at West Point several miles away from Sampan Street. It is not very far from a brothel area but those brothels are intended for Chinese alone and women of the class which occupies them would not receive European clienus.

I enclose, as requested, (1) a return of prosecutions for offences against the law in regard to brothels for the last three years and (ii) a report by the Acting Principal Civil Medical Officer on the supervision of Native Hospitals.
